Blackjack Lighting is a design- and technology-driven lighting maker based in Buffalo Grove, Illinois, outside Chicago. It is led by industrial designer Stephen Blackman, its President and Chief Design Officer. Do I need this for my ceiling?

If your fixture hangs from a rigid stem and the ceiling is sloped, yes: without a swivel the stem would hang at the ceiling's angle. Cable-hung fixtures generally do not need it.
